This citizen-drafted federal bill would prohibit non-consensual neurotechnology, nano-enabled systems, directed-energy devices, cognitive manipulation, and unauthorized neural-data collection. It establishes criminal penalties, expands RICO liability, creates an independent Neural Ethics Oversight Board (with a Task Force on reported harms), and affirms civilian neural sovereignty rights. It goes beyond the MIND Act of 2025, which directs only a study.
